Family demands changes after Ogden pedestrian death

OGDEN, Utah (ABC 4 Utah) – A family is calling for changes at a busy intersection after their loved one was hit and killed while trying to cross the street Thursday.
 
Tiffany Snitchler Phipps, 32, was walking at an intersection near Wall Avenue and Binford Street. The street is marked with a pedestrian sign and crosswalk, but there are no lights or other warnings for drivers.
 
Ogden Police said a wind storm Thursday had knocked out electricity in the area, which made the street even darker. They also said Tiffany was not using an orange flag provided by the St. Anne’s Center, a shelter near the intersection.
 
Skyler Hartsough, a volunteer at the St. Anne’s Center, said he sees accidents almost every week and pedestrians are always trying to avoid getting hit by cars.
 
Holly Wood, Tiffany’s mother, said her daughter died too young and she called for change.
 
“Hopefully her having to leave here so soon at age 32, maybe on some level she is meant to make a bigger difference.
 
Wood said the intersection is too dangerous also as drivers are going fast and don’t slow down at the pedestrian crossing. Ogden Police confirmed there have been other fatalities at the crosswalk.
 
“The fact that she’s not the first one to die here for no reason we feel like we want that to make a difference,” Wood said. “It was just tragic. She was so young.”
