OGDEN (ABC4 News)- Officers identified the man killed Friday as Richard Galvan, 37, and said he shot at officers before being killed. It happened around 6 p.m in the area of 2500 Washington Blvd. just outside the steps of the Ogden Municipal building. 

Ogden Police Chief Randy Watt said officers in the area were flagged down by a woman who said she had been kidnapped earlier in the day. The female suspect told officers that she and the suspect met on social media and dated for more than a year. But recently she called off the relationship. 

The female victim said that she woke up Friday morning to Galvan armed and in her home. He held her in her home for most of the day then forced her to drive him around Ogden. For reasons unknown to officers and to the female victim, Galvan exited her vehicle near 25th and Washington. 

Police Chief Randy Watt said the woman immediately flagged down an officer and described the suspect. Officers were able to find Galvan quickly using the Real Time Crime Center access to cameras in the area. 

Surveillance video shows an officer on foot approaching Galvan, and Galvan raising a gun to engage the officer. Another officer engages and Galvan is killed on the scene.
