      SALT LAKE CITY (AP) - The Utah state courts will start accepting civil case filings electronically in the 2nd District on Monday.<br /><br />      Three other districts - the 3rd, 4th and 5th - will start accepting e-Filing in civil cases between January and March of next year.<br /><br />E-Filing is available for general civil case types but doesn't include domestic relations, small claims and probate case types. <br /><br />The system allows documents to be filed electronically and provides courtesy notifications to attorneys as events occur in a case.<br /><br />---<br />      On the Net:<br />      www.utcourts.gov<br />      <br />      (Copyright 2009 by The Associated Press. PROVO, Utah (ABC-4 Sports) - University of New Mexico head women’s soccer coach Kit Vela announced today that junior defender Elizabeth Lambert has been suspended indefinitely for her actions in Thursday’s match against BYU in the semifinals of the Mountain West Conference Championship in Provo, Utah.<br /><br />Effective immediately, Lambert is prohibited from participating in all team practices, competition and conditioning activities. As a junior, it is unclear whether or not Lambert will be able to resume activities with the team next season.<br /><br />On Wednesday, Lambert was seen punching BYU's Carlee Payne in the back, and she pulled BYU's Kassidy Shumway to the ground by her ponytail. Lambert also kicked a ball into the face of another Cougar player. Lamber was eventually given a red card ejection.<br /><br />“I am deeply and wholeheartedly regretful for my actions,” said Lambert. “My actions were uncalled for. I let my emotions get the best of me in a heated situation. I take full responsibility for my actions and accept any punishment felt necessary from the coaching staff and UNM administration. This is in no way indicative of my character or the soccer player that I am. I am sorry to my coaches and teammates for any and all damages I have brought upon them. I am especially sorry to BYU and the BYU women’s soccer players that were personally affected by my actions. I have the upmost respect for the BYU women’s soccer program and its players.”<br /><br />“Liz is a quality student-athlete, but in this instance her actions clearly crossed the line of fair play and good sportsmanship,” said Vela.<br /><br />“Liz’s conduct on the field against BYU was completely inappropriate,” said UNM Vice President for Athletics Paul Krebs. “There is no way to defend her actions.”<br /><br />BYU athletic director Tom Holmoe also released a statement, saying he was satisfied with the way Krebs promptly handled the situation.<br /><br /><font class="Apple-style-span" color="#000000" face="arial, sans-serif"><span class="Apple-style-span" style="line-height: 17px; "><br /></span></font><br /><br /></div>

<p class="MsoNormal" style="margin: 0in 0in 0pt"><font size="3"><font color="#000000"><font face="Times New Roman"><st1:placename w:st="on">SALT</st1:placename> <st1:placetype w:st="on">LAKE</st1:placetype> <st1:placetype w:st="on">CITY</st1:placetype> (ABC 4 News) One in ten Americans in the <st1:place w:st="on"><st1:country-region w:st="on">U.S.</st1:country-region></st1:place> workforce is now without a job. 190,000 jobs were lost in the last month. “It’s more than a number, its real people” Kim Watson says. </font></font></font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font size="3"><font color="#000000"><font face="Times New Roman"></font></font></font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font size="3"><font color="#000000"><font face="Times New Roman">She sees the people behind those numbers every day at Utah Employment Services, a temporary job agency in <st1:place w:st="on"><st1:placename w:st="on">West</st1:placename> <st1:placetype w:st="on">Valley</st1:placetype> <st1:placetype w:st="on">City</st1:placetype></st1:place>. She says as the job outlook grows more desperate, job seekers are willing to compromise, taking part-time, temporary positions, and less pay. “The competition is so stiff that while job seekers had two or three other candidates they were competing with in the past, now they have dozens even hundreds of people competing for the same job and if they don’t get it, they are more likely to say well, OK, I guess if I can’t get that I am willing to not get the pay that I am accustomed to or maybe even willing to commute further.”</font></font></font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">She says because the unemployed are giving up pay and hours, they are working more. “because they are compromising with their wage so much, they are ending up having to get a second or third job.”</font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">34,000 jobs were added by temporary help services like Utah Employment Services last month. <st1:city w:st="on"><st1:place w:st="on">Zion</st1:place></st1:city>’s Bank Economist, Jeff Thredgold says employers are facing increasing demand but are bringing on temporary workers until they are sure their higher sales are permanent. He says it is another sign the economy is growing. “It’s not unusual when the economy starts to grow again that we still have unemployment rising, we still have job losses. It takes a while for the confidence to get back.” </font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">Thredgold also says there will likely be and ebb and flow of good, and bad, job news in the months ahead. “You are going to see more good news, and bad news come in the employment sectors as we see good news coming from a whole lot of other sectors.”</font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">Thredgold says that means the unemployment rate will probably inch a little higher, and there will be months of job loss and job gain, but he says, at least we are headed in the right direction. “The job numbers actually weren’t all that bad, we lost 190,000 jobs and that’s terrible, it was worse than expected, but at the first of this year we were losing 700-thousand jobs a month.”</font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">He says we are coming off of the longest, deepest, and the most painfully costly, most pervasive recession since the great depression. Thredgold says we have already come a long way.<span style="mso-spacerun: yes">&nbsp; </span>He says two things must happen for <st1:state w:st="on"><st1:place w:st="on">Utah</st1:place></st1:state> to climb out of the recession. First, he says, the <st1:country-region w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region> economy must start growing again, and second, the global economy must start growing again. He says both are now happening, and he anticipates the recession in the beehive state will be over by mid-2010. </font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><font color="#000000" size="3" face="Times New Roman">Meanwhile, he and Watson say those looking for work should not give up. </font></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p><p class="MsoNormal" style="margin: 0in 0in 0pt"><o:p><font color="#000000" size="3" face="Times New Roman">&nbsp;</font></o:p></p></div>

CEDAR CITY (ABC 4 News) - An alert Utah Highway Patrol trooper confiscated about 9 kilos of cocaine inside a van he pulled over for speeding on Thursday.<br /><br />The Utah Highway Patrol says&nbsp;troopers&nbsp;pulled over a Silver Chrysler Town And Country van going northbound on I-15 near mile 49 near Cedar City&nbsp;for speeding 86 m.p.h. in a 75 m.p.h. zone. <br /><br />The trooper noticed a marijuana smell coming from inside the van when he approached the vehicle and interviewed the driver and a passenger.<br /><br />Both people admitted to having been smoking marijuana within the last couple of hours, according to the trooper, who&nbsp;received permission to search the van.<br />&nbsp;<br />A&nbsp;drug-sniffing dog named &quot;Neo&quot; was also called in for the search, who detected drugs behind the plastic paneling of the right side rear quarter panel of the van where troopers discovered several kilo sized packages of cocaine.<br />&nbsp;<br /> A total of 9 kilo sized packages were found. A DEA agent and an SBI agent from the UHP did some&nbsp;follow up interviews of the driver and passenger. <br /><br />Both people denied any knowledge of the cocaine. <br /></div>

<font size="2"><font size="2"><p>TOOELE, Utah (ABC 4 News) - Mountain West Medical Center officials broke ground today for a new Women's Center in Tooele.</p></font><p>The new building will hold&nbsp;8 labor and delivery rooms,&nbsp;5 post-partum rooms and there's a surgery suite dedicated solely to women. </p><p>Ironically, the building specializing in delivering babies will itself take 9 months to build. It's part of a $14 million expansion of the hospital.</p></font></div>

SALT LAKE CITY (ABC 4 News) - Governor Gary&nbsp;Herbert issued the following statement on Friday&nbsp;in response to the death of Private First Class Aaron Thomas Nemelka:<br /><br /><p style="margin: 0px 0px 0px 40px"><span style="font-style: italic">“Utah joins the entire nation in grieving today for the servicemen and women killed and injured during yesterday’s tragedy at Fort Hood in Texas. One of those brave victims was Private First Class Aaron Nemelka from West Jordan, a young combat engineer who was preparing to put his life on the line to protect the values that we hold dear. </span></p><p style="margin: 0px 0px 0px 40px"><br/></p><p style="margin: 0px 0px 0px 40px"><span style="font-style: italic">“Jeanette and I extend our deepest condolences to Private First Class Nemelka’s family, as well as all of the families affected by this senseless attack. We ought never forget about those who risk their lives every day, at home and abroad, to protect our freedoms.” </span></p><p style="margin: 0px 0px 0px 40px"><br/></p><p style="margin: 0px 0px 0px 40px"><span style="font-style: italic">Private First Class Nemelka enlisted in the Army in October 2008 and belonged to the 5/10th Engineering Company, 20th Infantry Battalion, 36th Engineering Brigade. WASHINGTON (ABC 4 News) -&nbsp;Congressman Jim Matheson said&nbsp;he will vote against HR 3962 when it comes to the floor.<br /><br />Matheson cited several issues that call for health care reform, but said the present legislation fails to achieve necessary changes without incurring too much debt.<br /><br />Matheson's entire statement:<br /><br /><p style="margin: 0px 0px 0px 40px"><span style="font-style: italic">Congressman Jim Matheson said today it is critical that health care reform cover the uninsured while also ensuring that the health care system is secure, stable and affordable. I believe that everyone in this country should have access to quality, affordable health care. Without real reform, we will continue to strain family budgets, threaten the survival of small businesses and explode our national deficits. But a one-size-fits all, nationally-run plan that doesn’t acknowledge the different health demographics in the states isn’t the answer, “Matheson said.</span></p><p style="margin: 0px 0px 0px 40px"><br/></p><p style="margin: 0px 0px 0px 40px"><span style="font-style: italic">Matheson said he is encouraged that a bipartisan, budget-deficit-neutral, cost-lowering bill is on the table in the Senate. PARK CITY, Utah (AP) - The City Council in Park City is considering a resolution that would make the mountain community idle-free.<br /><br />But the resolution wouldn't enforce fines for people who leave their cars running while not moving.<br /><br />If the resolution passes, city officials hope to put up signs in areas known to have idling problems and partner with nonprofit groups to educate residents about why it is bad to leave cars and trucks running.<br /><br />The council heard a report on the issue last month and city employees are now drawing up the resolution.<br /><br />Park City has a no-idling policy for city vehicles.<br /><br />Utah Moms for Clean Air proposed the no-idling idea for Park City.<br />---<br />Information from: Deseret News<br /><br />(Copyright 2009 by The Associated Press. CENTERFIELD, Utah (AP) - A woman who pleaded guilty in the beating death of her 2-year-old daughter has been sentenced to up to 30 years in prison.<br /><br />Ariel Melinda Hampton pleaded guilty Thursday to second-degree felony counts of child abuse homicide and obstruction of justice.<br /><br />Sixth District Judge Wallace Lee sentenced her immediately.<br /><br />The 23-year-old Sanpete County woman was charged in May with first-degree felony child abuse homicide days after her daughter, Kirsten Anderson, was pronounced dead on the way to a hospital.<br /><br />Police have said Hampton told authorities she found the child face down in a wading pool.
