SALT LAKE CITY (ABC4 News) - Monday was a big win for the family of a USU student that died from a hazing incident last year.

Michael Starks died last year after consuming a lethal amount of alcohol.

Today, a Utah House of Representatives Committee passed a bill that would increase the penalty for alcohol related hazing from a Class B to a Class A misdemeanor.

Some believe the students involved in starks' hazing got off too easy.

"Over 12 individuals saw their cases pretty much dismissed," said Rep. Carol Moss, the bill's sponsor. "So it looks like a lot of people got off with very little penalties."

Starks' father says that while the bill didn't address all his concerns, he feels it's a start.
