Thousands not paying bill for Unified Police service

SALT LAKE CITY (ABC 4 News) - Is there a revolt brewing in unincorporated Salt Lake County? The County reports 12,900 people have not paid their 2nd bill for the police service. Many of those also did not pay the first bill earlier this year.

The county estimates the total amount delinquent: $1.7 million.

The controversial fee was instituted to cover an estimated $13-million budget shortfall for the new, Unified Police Department of Greater Salt Lake. Residents pay a flat fee three times a year, but business owners pay a varied rate based on type of business.

The official explanation for the delinquencies from Salt Lake County officials: People just do not understand the new fee. Another possible explanation: The bad economy. Those same officials discount the idea of a protest.

While Howard Stephenson of the Utah Taxpayers Association has not heard of an organized tax protest, he said anger over the fee is understandable. While not opposed to all fees, Stephenson said the association has opposed the police fee from the beginning. "Water and sewer? That's fine. Garbage? That's fine. If I use three dumpsters, then charge me for them. But Police protection? That's a common good that ought to be billed uniformly through the property tax and the sales tax, not through a user fee," said Stephenson.

The Utah Taxpayer Association is asking for donations to fund a legal challenge to the county's police fee. Stephenson said, "We would be alleging that the county does not have the authority to impose -- under the constitution -- this type of user fee."

In the meantime, the county is hoping to reduce the number of delinquencies. While the late fee on payments was waved the first time, it will not be waved this time. Homeowners have until the end of August to pay up before a 10% penalty is imposed.

If that doesn't work, the county could also yank the business licenses of non-paying companies or place a lien on the homes of residents who refuse to pay.

People are not paying the fee because we are all suffering from the bad economy. This is just one more payment we cannot afford. What do people do that really truly can't afford this $30 a month payment. This one more thing could put us right over the edge. We pay this we have to take it out of food or gas to get to work. WHAT THE HELL DO YOU DO!! There is noone to talk too. We can barely make it.

Please Let's support Scott Beidermann.He is the only one with the cohones to fight this illegal fee.THe UP's brand new 200,000 (guesstimate) but probably more, dollar mobile command center is not the way to cut the budget either! This is not labeled as a tax but, a fee without our approval, but it's being rammed down our throats!Somebody please help us!

"Tax Revolt" The only thing you can be sure of. The numbers "12,800 people have not paid" speak pretty loud and clear. The people who installed this divisive tax need to be, charged with 'inciting a riot.'

This fee was an unnecessary tax increase. The tax and spend leftists on the county council just didn't want to cut (even though the rest of us have cut our spending). Taxes are so high on basic items in this state (still a tax on food) that a tax revolt was LOOOOONG overdue. Jim Bradley is the most arrogant piece of leftist filth on the council. He thinks our taxes are too low, and that we needed a new tax. KUDOS to the courageous thousands who are not paying this immoral and illegal mafia style "protection money" tax. I hope thousands of sheep will have their backbones strengthened, and even though they paid the mafia their money the first time, they won't the second time. This isn't a little tax either. It's huge. Even though tens of thousands haven't paid, I noticed that there are still sheriff/upd vehicles EVERYWHERE on the roads wherever you go. The money clearly wasn't needed. This new fee was ONLY so the arrogant county could keep it's army of cops and all their staff, without having to cut a penny. If you're unemployed, don't you feel GREAT having to pay high taxes and new taxes so that superior citizens don't have to get a reduction in their large salaries on their jobs that they are essentially guaranteed FOR LIFE!!!

I believe that my friends Smith and Wesson can be my police force if needed. So why would I pay for protection that I'm not getting from people like SLC's Police Chief Burbank?? They FAKE LAW ENFORCEMENT OFFICERS don't earn the salary so why pay it? PS for you honest hard working officers. There are still many of you and I have several as friends. You deserve to have your pay attached to the property tax and not HAVE TO BEG FOR YOUR SALARY!!!

you would think that can bring a law suite my parent end up paying 4 times for there 3 homes then there business, they just can leave it to the renter i say law suite, what the hell is this state coming to, i bet you the govener does not pay ofr the protection the we the tax payer do, what a joke, we all should fight it, and if we do not pay they put lean on our propurity,

If this fee was legal why was it just not added to our taxes in the first place? I pay 2000.00 per year in property taxes and they want more..Income taxes, sales taxes, first they tax what I earn then they tax what I have left to spend. Now this. Disgusting!
