Sex offender attacks girl in Deseret Industries bathroom

SANDY, Utah (ABC 4 News) - A registered sex offender is accused of raping a 4-year-old girl inside a Deseret Industries bathroom at 727 East 9400 South in Sandy.

Richard Chad Randall, 41, is accused of luring the young girl into the men's bathroom after she walked away from her parents to look at toys. 

The girl was with her parents inside the store just after 1:00 p.m.  She asked her mother is she could look at the toys.  Her mother said yes, because they were not too far away.  

The girls mother noticed her missing a few minutes after she walked toward the toys.  The girls mother and several employees searched the store.

The girls mother eventually found her in the men's restroom with Randall where he was apparently assaulting her.

He ran out of the store.  Customers chased Randall and eventually tackled him.  They held him down until police arrested him.  Police interviewed the young victim and her family.  

"The mother is very distraught and shaken up, but the young victim seems to be OK.  Our detectives were able to speak with her and she was able to go home with her family tonight, said Sgt. Troy Arnold of the Sandy Police Department. 

Arnold says this crime is bold because the 4-year-old girl was not far from her mother when she was lured into the restroom.  

Randall is in the Salt Lake County Jail.  He faces several charges including rape of a child.

I can't believe that the two comments on here are practically attacking the parents! I've been in that DI, and it's not that big - so letting your child go to the toy section there is slightly different than doing the same at a huge building (like say the Target near Union Park). Furthermore, although the parents obviously (because hind-sight is 20/20) made a mistake, the fault lies with this piece of human waste and NOT with the parents as stupid Dedicatedmom says! Yes, the fact is that there are horrible people out there like this and they are out to do what ever they can get away with, so yeah, it's really easy to say that they should not have let her out of their sight .... but having children myself, I know that sooo many factors go into parenting a small child (especially when at a store) that it's easy to do something that you later think, 'I probably should not have done that'. If Dedicatedmom, who posted at 6:27 PM, makes the claims that she has, then she implicitly claims that she has never made one mistake at raising her child or that her child has NEVER left her sight for even the split second moment that this type of thing can happen, and by implicitly making that claim I say that she is a liar and has just gotten lucky that this never happened to her when she made a mistake. Finally The story said that both parents were there. Being a father I can say that if this had happened to my daughter, I'd have chased this guy down (leaving the child with the mom) and chances are I would have beaten him to death before the police ever showed up (and I'd deal with the law and the Lord later). This guy ought to be murdered in prison! I only wish they will put me on the jury for this so I can have a chance to make sure that no stupid lawyer sweet talks this guy into getting off easy and is one day back on the streets doing it again.

The little girl should have never been out of sight of her parents. I also have a four yr. old daughter and she does not like to be put in the shopping cart so sometimes I hold her hand. When she asks if she can go look at toys I tell her she needs to wait, and we will look at them together. Its not the little girls fault it's parents who don't keep their children safe from sexual preditors. There are sexual preditors everywhere, it is our job to keep them safe. this story just made me feel so sad, how could a grown man do something like this to a little girl. Go pay a prostitute don't mess with little innocent children.
