First step in lawsuit filed against Lisa Steed

OGDEN, Utah (ABC 4 News) – A former Utah Highway Patrol trooper of the year is now the subject of a possible lawsuit.

Lisa Steed, the trooper under fire after admitting she intentionally violated the agency’s policy, is now facing civil litigation.

Last week, Clifford Ray filed a notice of claim, which is the first step in suing a state employee. Ray claimed Steed mistreated him when she arrested him for DUI in 2010. Ray did plead guilty, but maintains his innocence. Because of the allegations against Steed of wrong-doing, Ray and his attorney are demanding his conviction be overturned and $250,000 for emotional stress.

The UHP did not return ABC 4’s phone call for comment. The state has 60 days to file a response.
