Draper man helps federal marshals catch a fugitive

DRAPER, Utah (ABC 4 News) - ABC 4 has obtained exclusive home surveillance video of a fugitive take down in Draper.

Federal Marshals were after 50 year-old Stephen Bills. Bills was wanted for jumping probation on organized fraud charges in Florida.

The arrest was a relief for neighbor, Mike Carver. Carver started having issues with Bills in June. He said it started off with simple noise complaints, but that quickly escalated into almost daily harassment. Police had the Carver family document it all, but that wasn't enough. So the Carvers did a background search on their pesky neighbor, and came across several mug shots. They took the information to police, who then called Federal Marshals, leading to Wednesday night’s arrest.

Carver said through it all, he wasn't going to give up on the idea of getting his peaceful home back.

"The instinct was I have to protect my family, protect my house, protect our good name and endure through this,” Carver said.

Bills will be extradited to Florida to face charges.
