PROVO, Utah - (ABC 4 News) - Jenna Miller loves puppies so much, she came up with a business to help abandoned puppies find permanent homes.

"I hear about the overpopulation problem here in Utah with dogs and puppies, and you can't have dogs in most BYU housing. You're not allowed to have them live there, so I thought we could solve two problems at once," explained Jenna.

In between her classes, Jenna rents puppies.

"They set up a reservation and they rent it for an hour or two," Jenna explains.

On Monday, Mckenzie Fairclough's husband surprised her with Charlie.

"It's my birthday and I've wanted a puppy for a while, but we live in a place where we can't have one, so my husband rented one for me," Mckenzie said.

Carl Arky with the Humane Society of Utah has some concerns.

"It's the whole concept of renting puppies out, at a time when they need consistency and stability in their lives -- we're philosophically opposed to that," Carl said.

But Jenna said her business is here to help the puppies find good homes, and believes social puppies are healthier puppies.

"Sometimes at first they're really shy, and won't look at anyone. After they're rented out a few times, they'll lick anyone in the face, and go jump on them," Jenna explains.

But Carl feels differently: "We're a non profit organization that are concerned about putting animals in homes for the rest of their lives, whereas what you're talking about is a for-profit company that's basically concerned about putting animals into the homes for profit, for an hour."

While the puppies aren't being rented out, Jenna said the dogs live on a family farm in Orem, and it's never too long before they have a permanent home.

"We've had 100% success with adopting them by the time they're 12 weeks old," Jenna said.

You can rent puppies from Jenna for 15 dollars for an hour, or 25 dollars for two. If the renter decides to keep their new friend, the rent money goes towards the total adoption cost.

Bob2231, in the opening line of this article is clearly states she helps ABANDONED puppies. It clearly states where these puppies are coming from. They are abandoned puppies, not puppies for puppy mills. The article also states she has a 100% successful adoption rate. How could that possibly be bad? I think you need to get a grip. By stating you realize it's immoral to fake a lawsuit and yet promote it, makes you no better then your low esteem of Jenna Miller. Shame on you. You recommend someone purger themselves (i.e. commit a crime) to undue what Jenna Miller is doing legally. Shame on you.

This girl has no idea she is causing? so much serious problems. Some media are painting this business as an "adoption" business. But we already have places called shelters. Responsible dog owners do not pick up a phone and order a puppy. Just think about where this girl is getting her puppies? Not shelters. This girl is creating another distribution channel for breeders. She is creating the homeless dog problems rather than help eliminating them. If you cannot own a dog because of your living situation, you simply don't have dogs. We cannot bring dogs to this world and use them as products. They need a home with responsible owners. If your living situation doesn't allow you do have dogs, go to a shelter and volunteer time there. PLEASE PLEASE somebody make a fake dog bite and suit this business. I know it's immoral but You cannot fight immoral people with morality. Think about who they leave the pupppies with. Abusers who can afford $15 for a perverted kick? Who?

Licking the faces is not always a sign the dog is stressed.. for puppies, its instinct, they lick the face of the grown up to stimulate them to throw up some food for them. Dogs don't have hands, so when bringing meat back to weaning pups, it has to be carried in the stomach. Personally, I think exposing puppies to many different people and situations will more than likely result in adult dogs who are never afraid when they go new places. So long as care is taken not to hurt the puppy during its "play dates". On top of that, they'll gain robust immune systems.

I agree with everything Drakly, CalebM, & Chrismann have posted. Jennir,I've rescued 3 dogs through different non-for-profit agencies. Not once was offered a trial period. I had to pay the full adoption fee. There was never a trial period. In fact each agency informed me that I forfeit my adoption fee if for any reason the dog wasn't a fit and I would have to pay the full fee again if I wanted to get a different dog. Theres were all reputable agencys yet NONE offered a trial period for free. I think it's wonderful what this young lady is doing. What part of "We've had 100% success with adopting them by the time they're 12 weeks old," Jenna said." is bad? I was really reluctant to adopt my first dog not ever having one before. My husband & I went years without adopting for this reason. I loves. I have 4. But I waited 10 years after my husband first asked us to adopt because there was no trail period. 10ys we could have been rescuing dogs but didn't. I think it's wonderful what Jenna is doing. More power to her!!!

A shelter in my state buried live dogs in a mass grave... I bet those puppies would rather have been rented out than suffocated by dirt. Maybe you people need some perspective about what can happen in the real world. This person is trying to do something good where a lot of people don't give a crap, whether you like it or not, that's how it is. Give her some credit for not popping a cap in those puppies and trying to find them good homes!

Having been to the Utah Humane Society, I find it very surprising that they are making a quality of life argument for the animals. The Humane society conditions, are terrible, although I guess consistently terrible to Carl's point. I'd venture a guess that the puppy rental business are being treated far superior to the street or the humane society. Also, since when do not-for-profits have a monopoly on helping animals and people? Do all altruistic motives have to have a ".org" on their web address? Also, ignore all the PETA people, they are crazy. Here is evidence: http://www.peta.org/features/ingrid-newkirks-unique-will.aspx Puppies are happy, people are happy and there is economic growth. It's a win-win-win. Keep up the good work Jenna!

Carl Arky needs to come up with a better objection than the "we're a non-profit and they are a for profit business." So what if she makes a buck or two? Jenna is now lumped into the "evil corporation" group and now all of her motives are suspect. With the overwhelming abandoned pet population, along with the overburdened and underfunded Humane Society, you would think they would welcome any help they could get. She's not exacerbating the problem by breeding them. These dogs are lucky to have a place at all.

Jenna argues that this business helps puppies find forever homes, and even says that "If the renter decides to keep their new friend, the rent money goes towards the total adoption cost." Isn't this the point of a "trial period" that many adoption organizations and shelters let a prospective adoptive caregiver take advantage of for FREE? This is just for-profit business making transparent and weak justifications for the negligent animal welfare they are promoting. Despite any good intentions on the part of Jenna, it is NOT a good idea. It puts the puppies at risk for behavioral and medical issues. Puppies need stability - licking people's faces is, fundamentally, a sign that the dog is stressed and trying to appease the more dominant party. When Jenna says that puppies venture out to lick faces, it doesn't necessarily mean they are more comfortable. Additionally, you are reinforcing the idea that pets are objects that exist purely for human gratification, which is inexcusable. Definitely do not like this. No, no, no!
