SALT LAKE CITY (ABC 4 News) - A new, potentially controversial piece of legislation has now been unveiled on Utah's Capitol Hill.
It's called "A Declaration of the Family"
According to republican state senator, Wayne Niederhauser, it's all in the family.
His Senate Concurrent Resolution 9 proclaims that "a father, mother and a child comprise the natural elements of humankind."
Niederhause told ABC 4, "I think its good to periodically remind the public that the family is an important institution in the fabric of society."
And Niederhausder's resolution does so using very emphatic language.
Here some excerpts:
"...the sovereignty...of Utah is built upon the family unit."
"…the family is the source of all that is of benefit to humankind."
and "…the family encompasses the workmanship of the Creator..."
Just a few feet away from Senator Niederhauser in the state capitol you can find Representative Chris Johnson.
Johnson is an openly gay and pregnant legislator, now carrying a baby for two gay men.
While she was reluctant to speak publicly on this resolution, she has wondered out loud whether it is really necessary.
Senator Niederhauser realizes his resolution may attract attention.
But he also suggests that should Utah pass it, others may someday also find themselves in a family way.
“I believe that people fundamentally believe in that. I believe other states will actually see that and will also pass resolutions in their legislatures."
Now, late Friday afternoon, a moratorium was announced on all gay related legislation.
And while that could mean Niederhauser's resolution won't be voted on this year, the senator says it could well resurface next year.
