New bill may let you turn left on red at new intersections

I can't find a reason why a light to go straight should be green and the turn lane red. I have an intersection near me that requires me to sit at a red light for 2 minutes when there is not a single car coming. It makes me crazy DAILY! We should do like Arizona, do the left turn light AFTER the green light, and only if it is still needed. Traffic would move MUCH better!!
