the only people that will be restricted by the rules, will be the LAW ABIDING Citizens. Criminals choose to ignore the laws that are already in place. So someone that has a modicum of intelligence understands the will ignore this new law as well. The true cause of these shootings are the glorification that the press does of the culprit.
