EXCLUSIVE: New Utah school voucher bill being drafted

SALT LAKE CITY ( ABC 4 News) - ABC 4 News has learned Utah is headed for another potentially bruising debate over school vouchers.

A key republican state legislator is now drafting a new bill which would create a voucher program for some Utah students.

In early 2007, the Utah legislature approved a school voucher program.

But later that same year, voters rejected it.

Now, however, the school voucher debate is back.

Under the the new voucher idea, students from failing Utah schools could be given scholarships.

These scholarships could then be used at private schools.

Rep. Carl Wimmer, the bill’s sponsor says,

“There are students who are simply falling through the cracks. Probably more than we actually care to mention."

Wimmer also says he has an interesting way to pay for this.

He wants the legislature to let individuals or businesses donate money to pay for the vouchers or scholarships.

In return, the donors would get tax credits.

Wimmer told ABC 4,

"A non-refundable tax credit is the least the state can do to help that individual donate that money."

But then Wimmer said something unexpected.

Given how high profile this voucher bill may be (and how controversial), ABC 4 wanted to know what the incoming speaker, Becky Lockhart, thought about it.

ABC 4: “Does the Speaker know what you are up to?”

Wimmer: “Not yet. She will tonight after she sees the news."

Wimmer says it may take two bills and two legislative sessions to get his scholarship plan passed.

The Utah legislature begins its 2011 session in one month.

Once again, this upcoming legislative session is setting up to be another 3 ringed circus. Someone needs to park a clown car up at the Capitol so we can at least have the entertainment of watching Wimmer, Buttars, Waddoups, etc climb out of it each day. The people of Utah have spoken on the subject of school vouchers. But that doesn't matter to these posturing (insert your own adjective here). My new years resolution for 2011 - DO NOT follow any of the upcoming session. My health will be better for it.

I believe scholarships are very hard to come by these days (speaking with one child who is 20, going to college, and two other children, 17 (who is done with high school) and a 15 year old...scholarships are never easy to come by. They seem to be geared toward different nationalities (to give them a head start in there future)...what about our kids? I believe many kids will not go to college these days because it is simply getting to expensive (to get loans) and the pro's/con's are weighed and it does not look good. Even 20/20 did a review about kids going to college today. Our kids need help, not just in public schools but for college as well.

Wimmer's got it wrong again. Not including the many good people I know, in my experience, many conservatives don't like donating to help people in need. To think they will to help a poor child get a better education is preposterous. Sounds good at the moment...tax credits always sound good. Reality is an entirely different thing. Utah needs more education funding; no doubt. I think implementing teacher and school reviews should be the first step. If a teacher is less than acceptable, and extra help doesn't change anything, let them go. Every year, we have how many graduates who want to be teachers, who need jobs? Bad teachers should not be off limits or sacrosanct. Same with administrations. Let the successful stay; ditch those who are not. Cuts to the education process is ridiculous. I have a child who is a t4eacher. This teacher does indeed buy supplies for her classroom. That should never be needed! Start with the basics, then decide what to do next. I support teachers all the way, but not their stand on permanency, regardless of results. Also: just how many poor kids will get vouchers? Enough to make any real difference? One of the President's priorities is education - where has that gotten him in this climate of ultra-conservatism? Not even in the schools for a talk about educating. Who are you trying to kid, Mr.Wimmer?

I agree with it will be a shame to try to legislate human behavior. Human being is priceless so is education.

This legislate does not have his facts straight! This legislation will fall either way it goes like all attempts to legislate human behavior. You will never be able to legislate student achievement! Going down this path is sure to caps more problems than it will solve. Education is a human business. Your attempts to sanitize the human condition will always fail! Then you will be disrespectfully be labeled a failure as our hard working educative are currently labeled in the name of political gain. Shameful! Using children and disrespecting educative, parents, and students for political gain. Shame on you!
