Dad busted for child abuse again

SALT LAKE CITY (ABC4 News) -  Police arrested a 26-year old man for child abuse and neglect.
But it isn't the first time Shane Bock has found himself in the same situation.
In fact, Bock was scheduled to appear in court Friday on child abuse and drug charges filed in January.
Tuesday night, Salt Lake City police came to his home after a neighbor spotted a three year old child alone.
"The little boy was throwing powder, some kind of powder out the door and he was throwing it out and eating it," said Jackie who didn't want her last name revealed. "He had escaped out of the house and was running around in the nude."
The neighbor who lives in the same apartment complex at 741 South and 300 East in Salt Lake City notified police.
According to court records it is the second time Bock was arrested for child abuse.
Charging documents filed in January said that there was a "strong odor of freshly burn marijuana" at the apartment when police came to the home following a noise complaint.
Police looked inside and found a locked door.  According to police Bock's son was inside the locked room.  "The door was unlocked ... and a male child ran out of the room naked from the waist down.  DB's face was soiled and had feces up and down his legs." 
Officers also found new and old feces smeared all over the wall, TV, door and floor.
Tuesday night police found a similar situation when the came to the apartment.
According to a probable cause statement filed by police "There was no response from any adults for several minutes," when they knocked on the door. Brock was "sleeping and eventually answered the door."  Police said the went inside the apartment and found the apartment "unfit for children to live with garbagge all over. There was very little food. Marijuana and a bong were located on a side table next to the living room couch."
"There was evidence of pets, garbage everywhere, not too much food in the refrigerator but food and garbage spread around the house," said police spokesman Dennis McGowan.
Police said a second child, an eight month old girl was also inside the apartment when police arrived.
A woman believed to be the mother of the children was at the apartment when ABC4 News knocked on her door.
But she denied there was trouble at the home.
"Nothing bad happened," the woman said. The child is okay."
A spokesperson with the Department of Children and Families Services said they could not comment about Bock and the children.
But said families are often times given a second chance to be with their children.
"Sometimes they re-offend and it's a very unfortunate situation but it does happen," said Elizabeth Sollis of DCFS.
She said they rely on neighbors or other family members to call authorities so that they can investigate cases of child abuse.
"We want children and families to be safe so we want them to provide information so we can assess the information on our own," she said.
And that's what happened at the apartment complex. A neighbor took action because she was worried about the kids.
"My heart was hurtin," Jackie said. "I really felt bad. It was really disturbing to see kids like that."
Bock remains in the Salt Lake County jail because there was a warrant for his arrest for the charges filed in January.
