Charges filed in 1998 Anna Palmer murder case

SALT LAKE CITY (ABC 4 News) - Homicide Detectives for the Salt Lake City Police Department have secured a warrant for the arrest of 31-year-old Matthew John Breck for the 1998 homicide of Anna Palmer.

On the evening of September 10, 1998, the mother of the victim found her 10-year-old daughter on the porch of their home at 1633 S. 300 E. with what proved to be fatal stab wounds to the neck. During the initial autopsy, the victim’s fingernails were trimmed and kept for analysis.

Working with the cooperation of the Utah Bureau of Forensic Services and Sorenson Forensics, Salt Lake City Police Homicide Detectives recently were able to match a DNA profile with Breck.

The suspect was convicted in Idaho in 2001 for the offense of sodomy/lewdness of a minor child under 16, occurring in 2000. The Police Department and the Salt Lake County District Attorney’s office now will seek to extradite Breck from the Idaho Correctional Institution-Orofino, in Clearwater County, Idaho, to face homicide charges in Utah.

The Police Department would like to thank the Clearwater County Sheriff’s Office for the use of their facilities and material assistance, as well as the Salt Lake County District Attorney’s office for their assistance and advice in this case.

My heart goes out to Anna's family. In her honor, Utah should push to pass DNA on All Felony Arrest legislation. My 18 year old daughter, Bonnie Craig, was brutally raped and murdered in Anchorage, Alaska September 1994. Her killer was finally identified by a DNA match in November 2006. He had been in a New Hampshire prison system since Feb. 2003 but they didn't bother to process his DNA until almost 4 years later. It was too late to charge him with kidnapping. The murder trial is set for April 2010 but we expect more delays. Alaska changed their laws in 12 days in honor of Bonnie. Utah needs to do the same; Utah needs legislation to collect DNA on all felony arrests. It will save investigation time, prosecution time and court time. It will get the criminals off the streets earlier in their careers and prevent many crimes. It will save lives! Contact your legislator and let them know you want Utah to start collecting DNA on all felony arrests. Currently 21 states and the federal government have legislation in place to collect DNA on all felony arrests. It will help balance the scales of justice and protect the innocent. This crime could have been solved in 2001 or earlier. The cost of prosecuting this crime now will cost UTAH ten fold. $50 DNA offender samples are well worth the cost. Push for DNA on All Felony Arrests in Utah!
