Who is responsible for the dead and dying horses in Utah County?

UTAH COUNTY, Utah (ABC 4 News) - The Utah County Sheriff's Department released pictures of dead and dying horses, but no one is taking responsibility.

How could this happen? Why did no one see 100 horses starving? People who own horses need to be registered with an agency that periodically checks on them to make sure the owners are properly taking care of them.
