If they catch the perpetrators, how will they be charged? Many police view bicycle theft as a petty crime, while to many bicycle owners, it is a theft of their primary mode of transportation, possibly their most valuable possession, and could endanger the livelihood of the victim, without a means to get to work/school/grocery store, etc. Criminals should be jailed for a minimum of 5 years in jail and/or $50,000 civil penalties paid to the city, plus 10 times damages to the victim.
