HELPER (ABC 4 News) - The Helper City mayor is in hot water, again. After hitting a parked car near City Hall, Mayor Dean Armstrong was arrested and charged with driving under the influence. And this is not the first time the mayor has been in trouble because of drinking and driving.

Mayor Armstrong was pulled over by Helper police just after 3:00 pm Friday. When they smelled alcohol on his breath, they immediately called Utah Highway Patrol to take over the case. Troopers say the mayor was very cooperative, but also very intoxicated, blowing a .169 (twice the legal limit.)

Armstrong was previously in trouble with the law in November of 2011, when he was pulled over for running a stop sign. After seeing signs of intoxication officers gave the mayor a field sobriety test. Armstrong failed, and officers then found a bottle of vodka in his truck.

Helper resident Angel Dalpiaz said this type of recklessness is unacceptable.

"Well he's putting everyone in jeopardy if he's driving down the road drinking and someone has to say enough is enough" she said.

While the mayor has denied it in the past, Dalpiaz believes Armstrong may have a problem with alcohol.

"I feel bad for his family I really do because this is a very public way of putting all your garbage out for everyone to see," Dalpiaz said.

Now, she says for his sake and the sake of his family, he should step down. And after another arrest, she hopes this is a red flag for the community.

"I do think that it's time that he needs to resign and he needs to be like a normal citizen and go get help," she said.

Another Utah politician the feels he is above the law. Give you odds the he will not resign. Whats that? He just got a call from the Lt. Gov. offering any help he can, for a price that is.
